The Clock is Ticking – a report from ECHA’s Second Stakeholder’s Day The Clock is Ticking – a report from ECHA’s Second Stakeholder’s Day
ECHA’s second stakeholder’s day was held on Wednesday 27th of May in Helsinki. The stakeholder’s day is an opportunity for interested parties to be informed about and raise their expectations on ECHA's activities, as well as to share their views on the most important topics of REACH.
The stakeholder’s day saw the launch of ECHA’s new campaign to ensure that companies know that when it comes to SIEF-work and registration, the clock really is ticking. Most SIEFs concern substances for which a joint registration has to be submitted in 2010. ECHA urged lead registrants to submit their registration in advance of the December deadline, meaning there is little over one year to compile the dossier.
Many stakeholders voiced their concerns over this extremely tight schedule. ECHA’s representatives said they are doing their best to support Lead Registrants, and will provide extra support to these companies in the form of seminars and personalised helpdesks.
All in all, it was seen that many actors have not yet understood that while pre-registration was an extremely simple procedure, registration is not. Lead Registrants are working hard but are concerned about many practical issues, such as the development of the CSA-tool and the methods of cost sharing. In addition, Lead Registrants need clear lines and guidance on their roles and responsibilities. Non-EU companies are concerned about not receiving enough information on the REACH process. In conclusion, precise questions, clear guidance and open co-operation on best practice are needed in order to achieve both industry’s and ECHA’s goal – submission of all dossiers before the relevant deadline.
